A stern delivery of the budget speech by Finance Minister Malusi Gigaba marks a number of tax increases, including a hike in value-added tax (VAT) for the first time in 25 years.
He noted that the government still faced a revenue gap of R48.2 billion this year.
“We therefore decided that increasing VAT was unavoidable if we are to maintain the integrity of our public finances,” said Gigaba.
VAT does not apply to basic food items such as maize meal, eggs, brown bread, milk, dried beans and rice.
“This is a tough, but hopeful budget. It required us to make difficult but necessary trade-offs,” said Gigaba in his speech.
