Speaking at Kusasalethu Mine in Carletonville on Friday, Motsepe added that "mine workers shouldn't come to the mines to lose their lives."
Minister of mineral resources, Mosebenzi Zwane, called for a "turning point" in the safety measures of the South African mining industry.
The bodies of the last two remaining miners who were trapped underground were recovered on Thursday.
A memorial service for the five deceased miners will be held in the gold-mining town at the Kusasalethu sports field on Monday.
